There's a street in Las Vegas that most people drive past without a second thought. Oquendo Road. But the man whose name is on that sign is one of the most overlooked pioneers in this city's history — a Filipino immigrant who arrived in 1930 and did something nobody saw coming.
Rudy "Roque" Legaspi Oquendo didn't come to Las Vegas to work in a hospital or a hotel. He came to wear a badge. By day he served as a deputy sheriff, keeping order in a city that was still finding its footing. By night he worked behind a bar. And when luck found him at a Keno table, he turned around and gave a portion of his winnings to an orphanage. His dream was simple — to one day own that bar outright. In 1964, he finally did. He didn't live to see the next sunset.
Today the Filipino community is one of the largest and most influential in Las Vegas — nurses, doctors, judges, politicians, and leaders across every industry. But the pioneer who quietly started it all was a lawman named Rudy. This is his story.
